‘404 Object Not Found_Seoul2006’(이하 404 프로젝트_서울2006)은 404 Object Not Found(이하 ‘404 프로젝트’)의 디렉터인 한스 D. 크리스트와 이리스 드레슬러의 동의 하에, 토탈미술관이 주관하고, 문형민, 양아치, 신보슬이 한국측 공동 디렉터로 참여했습니다. ‘404 프로젝트_서울2006’은 ‘404 프로젝트’ 주제의 중요성을 인식하고, 2003년 독일에서의 ‘404 프로젝트’의 성과들을 바탕으로 한국의 미디어아트 상황에 대한 본격적으로 진단해 나가고자 기획되었습니다. 토탈미술관, 아트센터 나비, 루프 이렇게 3개의 기관들이 참여했던 ‘404 프로젝트_서울2006’은 크게 리서치 프로젝트, 전시, 심포지엄으로 구성되었습니다. 특히 일년 가까지 진행해온 리서치 프로젝트는 국내 미디어아트 전문가들을 직접 방문하여 우리나라 미디어아트의 현황 및 과제 등에 대해서 직접 인터뷰하였으며, 2003년 독일에서 이루어졌던 ‘404 프로젝트’를 번역하는 성과를 올리기도 하였습니다. 전시 및 심포지엄을 위해 404 프로젝트를 만든 한스 D. 크리스트, 세계적인 미디어아트 큐레이터 마크 트라이브(Mark Tribe), 스페인의 미디어아티스트인 다니엘 가르시아 안두하르(Daniel Garcia Andujar), 스위스 미디어아티스트 마크 리(Marc Lee) 가 참가하여, 논의의 깊이를 더해주었습니다. 특히 기존의 워크숍과 리서치 성과물을 전시를 통해 보여줌으로써, 워크숍과 심포지엄, 리서치 프로젝트 그리고 전시를 유기적으로 연동시키는 새로운 방식을 시도하여 좋은 반응을 얻었습니다. 이상의 모든 담론과 성과물들이 탁상공론에 머무는 것이 아니라, 향후 현실적인 발전의 토대로 삼아 실행 단계에 까지 이어져야 한다는 의미에서, 스페인의 대표적인 아티스트인 문타다스(Muntadas)의 “Warning: Perception requires Involvement”를 한글로 번역한 텍스트로 전시를 시작함으로써, 404 프로젝트가 일회적인 행사로 논의의 수준에 머무르는 것이 아니라, 실질적인 실천/행동의 단계에 까지 나아가야 함을 시사하여 관객들에게 깊은 인상을 남겼다는 평을 받기도 하였습니다.
‘404 프로젝트_서울’은 국내에서는 처음으로 미디어아트의 보존과 복원, 전시에 관한 주제들을 본격적으로 논의하는 첫 장을 열었다는데 의의가 크며, 전시 만들기에 급급한 미디어아트 분야에 다양한 문제를 제기함으로써, 국내 미디어아트 발전에 필요한 기본적인 토대를 마련하는데 기여했습니다. 뿐만 아니라, 세계적인 전문가들을 초청하여 서로의 경험과 문제상황들을 나눔으로써, 국제적인 네트워크를 형성하는 성과를 거두기도 하였습니다.

When internet is introduced to daily life, people excited about this totally different world form our physical space. It makes blur the geographical distance and time zone. When people access to the internet, they will see limitless-like space. Just like this, web is considered as the space which is very of the secured, the safe and most of all, the free. Even it seems to be very much equal space for everybody. However, unlikely our expectation, Web is the still very fragile and tentative space. Unfortunately people do not take this as the serious issue.
‘404 object not found’ is the message that we see when the file is not found in server. Iris Dressler and Hans D. Christ take this message for the international congress regarding data/media art preservation, presentation and archiving. Many specialists from abroad were invited, and they examine several case studies and research project. Nathalie Boseul SHIN asked initiators to invite ‘404 project’ to Seoul in 2006. With great collaborations with Total Museum of Contemporary Art, ‘404 project Seoul’ was possible. Basically ‘404 project Seoul’ in 2006 started on the result of 2003 international congress. ‘404 project Seoul’ is constituted of Research project, exhibition and international symposium. It had great success. The most important outcomes from ‘404 project Seoul’ in 2006 was from the research project which had regular meeting and translate the presentation text in 2003 congress. Based on this, research team had interviewed with people who works at the media field in Korea. That interview project gave us to opportunity to look back and re-thinking about media art scene in Korea, Now. The last thing research project team did was to restore closed but important web projects.
‘404 project Seoul’ in 2007 is focus on more specialized workshop with people who works at the media art filed such as curator, artists and also have interested in this area like student. ‘404 project Seoul’ invite Steve Dietz from Zero One Festival, USA and Sylvie Lacert from DOCAM, Daniel Langlois Foundation, Canada as our special lecturer. In addition to this, curators and archivists are also invited to workshop to share the idea and discuss about this issue, data/media art preservation, presentation, and archive.
With this precious opportunities, ‘404 project Seoul’ expects to make a new platform toward much more secured and free space.

다니엘 가르시아 안두하르의 작업은 <인간을 위한 기술>(Technologies To The People, 이하 TTTP)로 유명하다. 가상성, 독자성, 저작권, 후원, 새로운 기술로써의 매체와 권력, 그리고 세상을 향하는 접근성 등에 대해서 탐구한다. 또한 누가 기술을 향해 진짜로 접근하는가와 ‘정보가 풍부한 사람’과 ‘정보가 결핍된 사람’은 어떻게 구분하는가에 대한 질문을 제기한다. 이러한 구분을 어떻게 막을 수 있으며, 향후 사회에 어떤 영향을 미칠 것인가? 또한 새로운 정보 인프라에 “다양한 계층”을 포함하기 위해 무엇을 할 수 있는가?

공개 소프트웨어(Free Software) 제품의 경우에서처럼, 자원(resource)을 촉진, 이용, 발전시키는 것은 소위 그들이 말하는 부패한 사업체나 정부가 통제한 모델을 통한 경우보다 훨씬 더 많은 독립성과 자기 통제능력을 광범위한 커뮤니티에 부여할 것이다.

인터넷은 지식과 정보의 집약을 해체시킴으로써 세계화와 실제화라는 새로운 영역에 공헌한다. 이것은, 비록 잠재적인 것이라 할지라도, 비교적 낮은 비용의 동시적 수단이기 때문에, 지지자들은 인터넷을 통한 문화의 민주화를 희망하고 있다.

TTTP에서의 갈등은 인터넷이 보장하는 자유와 인터넷에 존재하는 지식들, 그리고 권력을 발전시키는 수단으로써 그 지식을 실제로 소유하고 퍼트리는 사람에 기인한다. 이 문제가 어떻게 극복되는가 하는 점은 디지털과 기술 문맹인 하위 계층의 문제가 커져가는 것을 고려할 때 중요한 영향력을 가진다.

우리의 사회와 경제 그리고 문화는 이윤과 가치, 제도 그리고 representation 시스템들로 이루어져있는데, 이들은 대체로 창의력을 제한하며, 작가들의 작품을 빼앗거나 조작할 뿐 아니라, 작가들로 하여금 그들의 에너지를 아무런 이득도 없는 대결에 쏟아붓게 하기도 하고, 실의에 빠지게도 만든다. 권력 구도를 폭로해 드러내는 예술 활동은 반드시 사회적 관계의 매커니즘을 만들어야 한다. 이 때 사회적 관계의 매커니즘은 장기적인 파급효과를 확보하는데 도움을 주어야 하며, 제한된 예술 예호가나 제도권 자체의 범위를 넘어서서 담론을 형성할 수 있어야 한다.

대안적인 행동을 시도하고, 마주 할 수 있는 공간을 열고, 지나치게 제한된 일차원적이고 위계적이며,제도화된 원격-조정되는 우리를 둘러싼 세계의 시야에 대한 비판의 노력으로, 2001년 후반 테크놀로지 투 더 피플이 제안되었다. 테크놀로지 투 더 피플은 디자인을 제안하고, 문화정책을 논의하기 위한 일련의 인터넷 플랫폼을 구현하였다. 그 첫 번째 결과물이 e-valencia였다. 인터넷은 구조적인 변화의 과정에 아주 긴밀하게 연결되어 있으며, 또한 우리 사회에서 발생하고 있는 근본적인 변화들과도 뗄래야 뗄 수 없다. 더 나아가 인터넷은 의심할 여지 없이 우리가 생각하는 방식, 서로에게 관계하는 방식, 소비하고 생산하고, 거래하는 방식을 변화시킨다. 결과적으로 인터넷은 우리의 모든 활동들을 변화시키고 있다.

e-프로젝트들은 일종의 플랫폼으로 전통적인 사회적 방식들이 대체된 사회적 매커니즘들과 규약들이 활성화되지 않은 상황에서 발생할 수 있는 담론과 비판의 맥락에서 자기 규약에 대한 사회적 능력에 대해 다가서서 문제를 제기한다. e-프로젝트는 집단적인 사용과 지역성을 기반으로 하는 도구이다. e-프로젝트의 목적은 다양한 개별적 매터니즘들이 집단적으로 연관됨으로써, 아직은 여기저기 흩어져 있지만, 집단적인 지식을 운영하고, 집단적인 지식에 대해 생각하며 발전시킬 수 있는 능력을 가진 다양한 개인들과 집달들에 의해 만들어지는 힘을 통해 특정 맥락에 영향을 미치는 것이다. 인터넷이라는 디지털 공간은 단순히 의사소통을 위한 공간으로 만들어진 것이 아니다. 인터넷은 의심할 여지 없이 공공 포럼의 장소이기도 하다. 뿐만 아니라 인터넷은 사회적 관계들이나 권력관계들에 의해 규정된 작용들을 위한 새로운 극장이기도 하다. 그리고 인터넷은 분명 다른 행위자들이 가시성을 확보할 수 있는 공간이기도 하다. 그러나 어떤 조직은 글로벌 경제라는 맥락에서 볼 때, 어떤 기관이 구조적인 면에서 그 기관이 맡은 부분이 아무리 작은 기관이라고 하더라도 새로운 인포메이션과 커뮤니케이션 테크놀로지가 제시하는 도구와 자료들을 효과적으로 사용함으로써 글로벌 커뮤니티 안에서는 중요한 역할을 맡을 수 있다.

이러한 맥락에서 e-sevila.org가 만들어졌다. 당시 e-valencia, e-barcelona가 있었으며, 다양한 플랫폼들이 만들어지고 있었다. 또한 e-seoul.org, e-wac, e-saopaulo와 같은 사회적인 프로세스와 실용적인 워크숍들로부터 플랫폼들이 만들어지고 있었다. 우리는 문화정책이나 프로세스 등과 관련된 비판적인 과정들과 연루된 집단적이면서도 지역적 활동을 기반으로 하는 사회적 참여를 모색하였다. 다시 말하면 통제의 매커니즘을 파기하고 새로운 역동성을 만들어내었다. 점차 늘어가고 있는 공공 프로세스의 도구화와 개방화에 상응 한 것으로써 포럼은 투명한 논의의 장이다. 의견을 내지 않는 것에 의견을 내도록 하고, 단절된 비판과 표현적 언어에 목소리를 높였다. 다른 어떤 것보다도 정당했고, 다른 어떤 수단 보다도 효과적이었다. 다른 어떤 것보다도 도덕적인 요구를 필요로 했다. 이 같은 포럼들은 우리가 일반적으로 미디어를 통해 듣고 읽었던 것 이상이었다. 그것은 언제나 한계를 끝까지 밀어붙이는 노력이다.

테크놀로지 투 더 피플은 다니엘 가르시아 앙듀아르가 시작한 예술 프로젝트로서 1996년 함부루크의 쿤스트페어라인가 쿤스트 하우스에서 열린 [충돌, 리얼리티 파괴 Discord, Sabotage of Realities] 기간동안 만들어졌다. 테크놀로지 투 터 피플은 국제적 집단인 irational.org의 일부이다.

e-sevilla.org는 art.net.dortmund.de (웹아트와 관련된 사항들에 관심이 있는 사람들을 위한 사이트)와 같이 테크놀로지 투 더 피플을 통해 만들어진 예술적 분야를 담당하는 일련의 온라인 플랫폼들의 일부이다.

e-valencia.org는 카탈루냐의 문화 정책에 대해 논의하는 포탈 웹사이트이다.

e-seoul.org는 대한민국의 문화예술계 정보를 나누는 플랫폼이다.

e-wac.org는 현대미술에 대한 이론적인 텍스트와 소식들을 모은 국제적인 플랫폼이다.

그리고 e-manifesta.org는 제4회 마니페스타의 맥락에서 야기되는 토론과 비판, 논쟁들을 모은 플랫폼이다.
